Text somewhat unclear; tentatively proposed for specimens that "are probably to be referred to the description quoted above"; quoted above are Cottus minutus Pallas and Uranidea microstomus Lockington 1880 (the latter noted as preoccupied in Cottus by Cottus microstomus Heckel 1837). We regard as an independent proposal of a new name (not a replacement name); however, Hubbs & Schultz 1932 state, "..we rule as first revisers that Cottus philonips was proposed as a substitute name for Cottus minutus Pallas and not for Uranidea microstoma Lockington."
